Marie Davis entered
Arizona's foster care system when she was a little over a year
old. Dorothy Livingston was reported to have asked the state to take
China back, at least twice and twice she was talked into keeping her by
state employees. China's parents had lost custody of her due to drug
use and they felt their daughter was being abused and reported it to
CPS asking that she be removed from that home, their request was denied.
